Sewer works in your area from November 2022

 

You might not notice a lot of the work we do because most of it is beneath your feet. Every day, we’re maintaining and upgrading the pipes and pumps that keep the sewage network flowing.

With some upcoming works in McKinnon Reserve and then progressing to Ellen St, Malane St, Charles St, Daphne St and Laurel St, Bentleigh East you might see us or our contractor ZJW (Zinfra, Jaydo, WSP, Joint Venture) around. Here’s what to expect while we get the job done.

What we're doing

The project will increase the capacity of the sewer network to cater for population growth in the area and future proof the sewerage system.

You shouldn’t notice any change to your water or sewer services while we work.

When it's happening

We’ll commence work on the installation and construction of underground storage tanks at McKinnon Reserve from late November 2022 to early 2024 (weather permitting).

You can expect us to work Monday to Friday between 7 am and 5 pm and on Saturday between 8 am and 3.30 pm. On the odd occasion, we might need to work at other times for safety, technical or permit reasons.

We'll start work along Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street from late May 2023 until early 2024  (weather permitting). Through traffic from Tucker Road to East Boundary Road on these streets will be closed in sections.

We've encountered delays due to technical reasons and project completion is now anticipated for early 2024.

 

What might impact you

We’ll do our best to keep impacts to a minimum, however these are the kinds of things you might notice while we work:

  • A temporary site office and storage area in the McKinnon Reserve carpark.
  • More vehicles entering and leaving McKinnon Reserve.
  • Periods of noise from machinery and drilling rigs, including reversing beepers.
  • Driveway access will be impacted along Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street (please refer to map below). Pedestrian access to properties will be maintained. We’ll contact impacted residents in advance. 
  • Change in normal traffic flow due to road closures.
  • More trucks on local roads and limited street parking.
  • Our traffic management team will be around to make sure people, bikes and cars can move around safely.

During the works at McKinnon Reserve pedestrian access will be maintained, including the off-leash dog area and playing fields.

We’re working with ZJW to help us.

During the works ZJW will have a site compound within the McKinnon Reserve carpark (near the Tucker Road entrance). You'll still have vehicle and pedestrian access to the rest of the McKinnon Reserve car park. This location has been approved by council. The compound will be secure and adhere to strict safety requirements.

Vehicle access to some properties will be impacted for up to eight weeks. ZJW will be in contact with affected residents and business owners prior to works.

When we’ve finished the job, we’ll leave things how we found them and make sure we return any areas we’ve impacted as close as possible to their original condition.

South East Water manages a proactive infrastructure program which involves replacing, maintaining and upgrading the existing water and sewerage infrastructure above and below the ground, so you can always rely on us when you need a drink, a bath, to wash the clothes or dishes and every time you flush or send water down the drain.

We need to upgrade the ageing Elster Creek sewer on Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street, Bentleigh East to increase the capacity of the sewer network to cater for population growth in the area and future proof the sewerage system.

The population in Melbourne’s south-eastern suburbs is growing, placing pressure on the current sewerage system. These works will upgrade the capacity of the existing Elster Creek sewer, so that future growth can be met.

 The works will: 
• Improve service reliability into the future.
• Future proof the sewer network.
• Reduce ongoing maintenance and repair costs. 

Site investigative works were completed earlier in 2022 to inform the design of the sewer upgrade. Construction of the installation of the underground storage tanks at McKinnon Reserve will commence late November 2022 with works along the alignment of Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street due to start in late May 2023 (refer to map above).

We will be installing relief sewer pipes and new concrete manholes along Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street, Bentleigh East. The installation of relief pipes will be done through a process called underground micro tunnelling. This involves excavating multiple access shafts in stages along each of the streets listed above.

We will renew the sewer pipeline in sections of approximately 100 metres at a time. The works zones will involve some road closures and include temporary fencing and water barriers to ensure the safety of nearby residents and the local community. 

Construction hours will be Monday to Friday between 7am and 5pm. If Saturday works are necessary, they will take place between 8am and 5pm. On the odd occasion, we might need to work at other times for safety, technical or permit reasons.

Construction will start in late November 2022 and is planned to finish in late 2023.

The project will be completed in stages starting in McKinnon Reserve in November 2022 and moving to Ellen Street, Malane Street, Charles Street, Daphne Street and Laurel Street in late May 2023. If works progress well, we may start and finish some stages earlier than anticipated. We'll keep affected residents updated.

 

South East Water and their appointed contractor ZJW (Zinfra, Jaydo, WSP Joint Venture) will keep you informed about the project and construction in your area. We'll also keep this webpage up to date.

Sections of the road along the works alignment will be closed for up to six to eight weeks at a time. Vehicle access to driveways in these sections of the road will be blocked. Pedestrian access to properties however will be maintained. The project team will notify affected properties in advance and advise of alternative parking arrangements. The crew will also be available to assist residents where possible. We’re sorry for the inconvenience and will work to make sure this is for as short a time as possible. 

During the works ZJW will have a site compound in McKinnon Reserve carpark. This location has been approved by council. The compound will be secure and adhere to strict safety requirements. 

The construction methods chosen are not likely to cause high levels of dust and vibration. The project team will carry out regular site area inspections during high volumes of work to monitor for the safety and comfort of local residents and the community.  There will be periods of noise from machinery and drilling rigs. The crew will try to keep noisier works to a minimum between 7 am and 9 am.
