A sprinkling of colour with new Frankston recycled water mural

South East Water, in partnership with Frankston City Council, has unveiled a vibrant mural in Frankston North celebrating recycled water keeping local sporting grounds green.

Painted by renowned street artist Jimmy Dvate, the striking artwork on Excelsior Drive’s long-standing milk bar brings to life the connection between water, sport and community wellbeing. 

The mural reflects the local sporting clubs and The National Golf Course – Long Island who benefit from the scheme. 

A street artist since 1997, Jimmy Dvate is no stranger to urban landscapes, with a portfolio specialising in large scale public murals featuring photo-realism, and is well-regarded across Australia and internationally.  

Artist Jimmy Dvate said he was happy to be part of the project. 

“I was proud to undertake this project to help tell the story of the importance of water in our everyday lives”.  

South East Water Liveable Water Solutions General Manager, Charlie Littlefair said the mural was a wonderful reminder and celebration of the recycled water now flowing in Frankston. 

“We’re proud to be delivering for our customers by providing a secure, sustainable recycled water source for local sporting clubs, keeping community spaces greener, thriving and more liveable.

“It’s been great to partner with Frankston City Council to provide this mural to the community and share the benefits of recycled water with them”.  

Frankston City Council Mayor, Cr Sue Baker said the smart, sustainable thinking behind the Monterey scheme sits at the heart of Council’s Climate Change Strategy and Integrated Water Action Plan.

“This vibrant artwork is more than just a mural – it's a symbol of sustainability, resilience and community pride, celebrating a project that will benefit Frankston City for generations to come.  

“Recycled water flowing to our sport precincts represents significant progress toward securing greener, more resilient open spaces for future generations.

“We’re proud to work with South East Water and the Victorian Government to deliver long‑term benefits for residents, families and visitors across our municipality”.

Delivered by South East Water, the $5 million Monterey Recycled Water Scheme provides a reliable, climate‑resilient water source for key Frankston North sporting reserves and community facilities.  

The Victorian Government has contributed $1.3 million, with the remainder funded by South East Water, Frankston City Council and project partners.   

Completed in April 2026, the new 2.3 km pipeline will supply around 98 megalitres of Class A recycled water each year, with The National Golf Course – Long Island the first customer to connect and Frankston City Council community facilities to follow.
