What we're doing

The scheme will involve the design and construction of a transfer main and 3 connection networks to bring recycled water from near the Eastern Treatment Plant to service around 40 commercial sites in the Bayside, Kingston and Monash Local Government Areas. For information about the entire scheme visit Dingley Recycled Water Scheme.

We'll be installing recycled water pipes under Braeside Linear Reserve to deliver recycled water to the rest of the Dingley Recycled Water Scheme network.

The works in Waterways are a part of the Transfer Main section of the Scheme, which has been awarded to our Industry Partner Abergeldie, BMD, KBR Joint Venture (ABK).

We'll be working in sections of around 100-200m to minimise impacts to residents and the community, starting from the Springvale Road end of Braeside Linear Reserve. In each section we'll undertake ground investigations, excavation activities, underground drilling,pipe installation, and then reinstatement works.

Dilapidation surveys
If you live near the transfer main, you may receive a letter from us soon to schedule a condition survey of your property. ABK and BSS Group will also door knock some properties in the area to answer any questions about the dilapidation survey. We'll follow up if we identified your property may be impacted and haven't heard from you.

When it's happening

We started works in Pillars Road in September 2025. We'll start works in Waterways after we finish this first stage in Pillars Road.

We're ahead of schedule and now plan to start in Waterways from 4 February 2026. We'll start by setting up temporary fencing around our works area. From 9 February we'll start early works and construction. Works within Waterways should take around 5 weeks.

To minimise disruption on Springvale Road, we will need to conduct night works from 15 February for approximately two weeks, between the hours of 7pm and 5am, Sunday to Thursday. Night works will take place in Braeside Linear Reserve, near Arcots Circuit, as we work to complete the pipe installation under Springvale Road.

Working hours will be Monday to Friday between 7am and 6pm. On the odd occassion, we may need to work at other times for safety, technical or permit reasons.

We expect recycled water to flow to all sites before 2028.

What might impact you

We’ll do our best to keep impacts to a minimum, however these are the kinds of things you might notice while we work:

During day works:

  • Increased truck and equipment movements from construction activities within Braeside Linear Reserve
  • Noise from construction activities and vehicles, including truck movements, reverse beepers, drilling machinery and excavation
  • Localised pedestrian detours will be required. Signage and traffic controllers will be in place to safely guide you around our works areas

During night works:

  • We’ll have lanes closures and speed reductions in place on Springvale Road, between  Pillars Road and Braeside-Dandenong Road
  • Increased noise from construction activities and vehicles, including truck movements, reverse beepers, drilling machinery and excavation
  • We’ll prioritise getting the noisiest works done at the beginning of the shift to minimise disruption to nearby residents
  • Lights to illuminate our works area
  • Localised pedestrian detours will be required. Signage and traffic controllers will be in place to safely guide you around our works areas

Don't miss these details

ABK will have a temporary storage area for materials and equipment in the area. It will be secure and adhere to strict safety requirements.

You shouldn’t notice any change to your water or sewer services while we work.

When we’ve finished the job, we’ll leave things how we found them and make sure we return any areas we’ve impacted as close as possible to their original condition. This includes reseeding any grassed areas. Please take care around these areas to allow the grass to grow.

We send digital communications to customers with a mobile number or email address registered to their mySouthEastWater account prior to works commencing. To register or check if your details are up to date visit my.southeastwater.com.au.

We then put a letter in your letter box before we commence works. If the works are deferred, we will send you another notification of the new proposed start date. Project signage will be installed at the work area prior to commencing the works. 

We will also keep information on this webpage updated throughout the project.

No, we don't plan to impact driveway access. If for any reason during construction we need to block your driveway access, we will notify you in person and where possible, provide at least 24 hours' notice so that alternative parking arrangements can be made.

To safely undertake these works, traffic and pedestrian conditions may change so please take care when travelling around the construction sites.

When we’ve finished the job, we’ll leave things how we found them and return any areas we’ve impacted as close as possible to their original condition. 

Only high usage customers who have agreed to connect to the scheme will need to pay. Discussions with scheme customers on pricing will take place prior to connection.
