Where we will be working - West Connection Network

What we're doing

The scheme will involve the design and construction of a transfer main and 3 connection networks to bring recycled water from the Eastern Treatment Plant to service around 40 commercial sites in the Bayside, Kingston, Greater Dandenong and Monash Local Government Areas. For information about the entire scheme visit Dingley Recycled Water Scheme.

The 13km West Connection Network extends from our Transfer Main in Old Dandenong Road to Black Rock and Beaumaris. The project has been awarded to our Industry Partner ABK (Abergeldie, BMD & KBR). 

We'll be working in works stages of around 100-200m to minimise long term impacts to residents and the community. We expect to spend about 1-2 weeks in each works stage, depending on the weather. We're working with Bayside City Council and the City of Kingston to minimise impacts to the community as best we can.

We'll letter drop affected residents and businesses before we start works in each area.

When we’ve finished, we’ll return any areas we’ve impacted as close as possible to their original condition.

When it's happening

We started works in late July in along Cheltenham Road, see our progress on the map above. We're now working during the day on Weatherall Road and Latrobe Street .

Working hours are Monday to Friday between 7am and 6pm. Occasionally, we may have to work at other times. Due to complex underground servies, permit requirements and safety reasons, sometimes we need to close the road and work at night Sunday to Thursday between 6.30pm and 5am until early December on:

  • Charman Road (between Sydney and Gordon Streets)

*UPDATED* One night in early 2026, pending weather, permits and other authority works on:

  • Latrobe Street at the rail crossing

Later in the project, we also expect night works at:

  • Nepean Highway
  • Warrigal Road
  • Centre Dandenong Road

We'll notify residents and businesses when we schedule these works.

Trucks will be using Tootal Road, Dingley Village to pick up and drop off materials during the night works. There will be no access impacts or traffic delays from this.

We might also have to work on Saturdays, between 7am and 5pm, depending on our progress.

If we do need to work on Saturdays, we'll let the area know via SMS and email. Check your contact details are up to date on your mySouthEastWater account.

We expect recycled water to flow to all sites before 2028.

What might impact you

We’ll do our best to keep impacts to a minimum, however these are the kinds of things you might notice while we work:

  • Lane closures
  • Less car parks in the area
  • More trucks in the area
  • Noise from heavy machinery, such as saw cutting, grinding and beepers when trucks reverse
  • Some road closures when we work at night
  • Lights when we work at night

Our team will be around during working hours to make sure people, bikes and cars can move around safely. Please take care when travelling around the work sites.

Don't miss these details

ABK will have a temporary storage area for a small office and equipment in the car park next to the Cheltenham Girl Guides hall at the end of Glebe Avenue. This area has been approved by council.

You'll notice a site office that looks like a shipping container as well as temporary fencing around the area. We expect to occupy the car park until mid 2026. We'll do our best to minimise our impact to the community in the area.

ABK will be using their Program Office on Tootal Road, Dingley Village for material drop off and pick up during night works.

Locals will still have property access throughout the works. However, there may be traffic delays of up to 5 minutes during working hours.

You shouldn’t notice any change to your water or sewer services while we work.

The Dingley Recycled Water Scheme will deliver recycled water to around 40 sites in the Bayside, Kingston, Greater Dandenong and Monash Local Government Areas.

Supplying recycled water to local parks, world-class golf courses, sporting ovals, laundromats, market gardens and nurseries, the scheme will help preserve our drinking water supply, and help our communities become more resilient to climate change.

Works wil involve installing recycled water pipes, usually under the road. We'll be working in works stages of around 100-200m to minimise long term impacts to residents and the community, starting in Cheltenham Road. We expect to spend about 1-2 weeks in each works stage, depending on the weather. 

Abergeldie, BMD and KBR (ABK) will complete these works on behalf of South East Water.

We then put a letter in your letter box before we commence works. If the works are deferred, we will send you another notification of the new proposed start date. Project signage will be installed at the work area prior to commencing the works. 

We will also keep information on this webpage updated throughout the project.

No, we don't plan to impact driveway access. If for any reason during construction we need to block your driveway access, we will notify you in person and where possible, provide at least 24 hours' notice so that alternative parking arrangements can be made.

To safely undertake these works, traffic and pedestrian conditions may change so please take care when travelling around the construction sites.

When we’ve finished the job, we’ll leave things how we found them and return any areas we’ve impacted as close as possible to their original condition. 

Only high usage customers who have agreed to connect to the scheme will need to pay. Discussions with scheme customers on pricing will take place prior to connection.
