You might not notice a lot of the work we do because most of it is beneath your feet. Every day, we’re maintaining and upgrading the pipes, pumps and infrastructure that maintain water quality and keep water flowing. 

With some upcoming works in Officer you might see us or our industry partner, Abergeldie, BMD & KBR (ABK) around.

Here’s what to expect while we get the job done.

What we're doing

We're planning to upgrade the Chlorination Unit located within our pump station next to 75 Hughendon Road in Officer. 

The upgrade will help us to deliver essential chlorination to our water network, ensuring we continue to provide safe drinking water supplies.

Investigation works  
To help us plan the upgrade, we need to do investigative works to locate underground services using non-destructive digging (NDD), involving pressurised water to break up and vacuum soil to expose assets and services. We’ll also drill bore holes to investigate the subsurface environment. 

When it's happening

Investigative works are scheduled to take place between 26 November and 5 December 2025.

You can expect us to work Monday to Friday between 7 am and 6 pm. We may need to work at other times for safety, permit or technical reasons.

Next steps 
Following investigative works, we’ll continue our planning of the project. We’ll let you know before we return to site to start construction and will work with you to minimise impacts where possible.

  • Construction vehicle movement at the site next to 75 Hughendon Road in Officer
  • Increased traffic movements on Hughendon Road
  • Noise from heavy machinery including beepers when trucks reverse

South East Water is upgrading a number of Chlorination Units throughout the network to help maintain the reliability of our potable water supply system.  
 
These essential upgrades will ensure we continue to deliver high-quality, safe drinking water that meets regulations and guidelines:

  • Safe Drinking Water Act 2003 (the Act)
  • Victorian Safe Drinking Water Regulations 2025
  • Australian Drinking Water Guidelines 2011

Chlorine has been used effectively around the world for more than 100 years as part of the water treatment process and the amount of chlorine added is minimal. 
 
Melbourne Water treats and disinfects your drinking water as needed before supplying it to us, so that it’s safe for you to drink and is of the highest quality. Chlorine is added as a disinfectant. This process kills nuisance microorganisms that might cause disease or grow in the network, such as pathogens and infectious bacteria.

South East Water operates secondary chlorination units throughout the drinking water network to replenish or ‘boost’ the free chlorine residual from the source water provided by Melbourne Water, as the water travels through the network. This process enhances the reliability of water quality management to ensure compliance with safe drinking water regulations.

Less than 1.5 mg/L is added to drinking water at any point in our network through our secondary treatment units. This ensures we meet Australian Drinking Water Guidelines 2011 criteria for chlorine, which suggests a health limit of 5 mg/L.

The upgraded secondary chlorination units will be installed in new buildings within the existing footprint of South East Water assets, such as pressure reducing stations and pump stations. The design and layout of the new chlorinators has been developed with consideration to the surrounding environment and reducing impacts on existing trees and vegetation.
