Other authority works
When an Authority is working near SEW’s asset, the Authority must submit an OAW application via PropertyConnect.
When an Authority is working near South East Water's asset, the authority must submit an OAW application via our PropertyConnect website.
The application is to ensure the proposed works does not have any potential impacts to South East Water's assets and network.
The authorities (including their representatives) that should submit an application are:
- Councils
- Utility Service Providers
- Government Entities
The works done around our assets which should be submitted to us are but not limited to:
- Road, streetscapes, Laneway, Road discontinuance
- Electrical
- Gas
- Telecommunication
- Stormwater Drainage
- Tram & Railway crossing
These applications should be lodged during the design phase of your project, not during construction. Please allow 4-6 weeks for your design to be reviewed by a South East Water representative.
What do we classify working near our assets?
Any works within 3 metres of a South East Water asset is considered a potential impact and require South East Water approval. Please visit the Before You Dig Australia (BYDA) website.
Please note that all plans are an indicative location of our assets and their locations will still have to be proved on site. We recommend watching our video on how to safely prove the location of South East Water’s asset.
Managing to protect South East Water assets
All detailed designs should show:
- South East Water asset
- Horizontal clearances on plan sections
- Vertical clearances and sufficient cover on long sections

How to submit an other authority works application
To apply for a OAW application, please follow the steps below:
- Go to PropertyConnect
- Scroll Down to the Other Authority Works Icon
- Click on the description that best fits your work (roadworks, drainage works, etc.)
- Attach detailed design plans
- Follow the steps accordingly on the application for a South East Water representative to get in touch with you
South East Water's authority works assessment process
An authority works representative will review the information provided. We will work with you to achieve an appropriate protection strategy that meets our needs and has the least impact to your project and our customers.
The authority are responsible for funding any South East Water asset modifications required as part of the works.
